Episode 31, “The Most Wicked Man of East Blue, Fish-Man Pirate Arlong!”, officially kicks off the Arlong Park arc. After the emotional goodbye at Baratie, the story jumps into a darker corner of East Blue ruled by fish-men, corrupt Marines, and Nami’s hidden past.
On The Way: Yosaku Explains Who Arlong Is
On Yosaku’s small boat, Luffy and Sanji are traveling toward Nami’s last known destination. Yosaku, still shaken, explains that Nami is likely heading back to Arlong, a fish-man pirate whose reputation is far worse than Don Krieg’s.
Yosaku breaks it down:
Arlong is a fish-man, naturally much stronger than humans.
His crew has already crushed and dominated multiple villages in East Blue.
He used to be connected to the Shichibukai (Seven Warlords) through Jinbe, which gave him more freedom to operate.
While Yosaku talks seriously about Arlong’s power and the threat of fish-men, Luffy gets hung up on one random detail—mermaids. He starts sketching a silly mermaid, completely missing the point that they’re heading into the territory of a monster. Sanji and Yosaku are furious that he’s not taking the danger seriously, but that’s Luffy’s style: he’ll worry about the fight when he’s actually in it.
Nami’s Return To Arlong Park
Meanwhile, Nami arrives alone at Arlong Park on the Going Merry. As she approaches the area, a young boy with a sword tries to rush past her, shouting that he’s going to kill Arlong to avenge his father.
Nami slaps the kid hard and throws him some money, ordering him to go home. On the surface it looks cold and cruel, but she’s clearly trying to stop him from rushing into a suicide mission against fish-men he can’t beat.
Inside Arlong Park, we finally meet Arlong himself. He’s relaxed, huge, and clearly in control. Marines led by Captain Nezumi arrive to “inspect,” but it’s quickly revealed that they’re on Arlong’s payroll—Arlong hands Nezumi a bribe, and in return, the Marines ignore all his crimes.
Arlong openly says that money is the only thing he trusts, and Nezumi proves that some Marines are just as rotten as pirates.
When Nami enters the park and presents a large amount of money, Arlong welcomes her back as his navigator. The crew throws a party to celebrate her “return,” making it look like she’s been on Arlong’s side the entire time.
Zoro, Usopp, And Johnny Reach Arlong’s Island
Elsewhere, Zoro, Usopp, and Johnny arrive at the island where Arlong Park is located. They spot the Going Merry from the water and confirm that Nami definitely came here.
Zoro, still bandaged from his fight with Mihawk, doesn’t care about his injuries—he immediately wants to storm Arlong Park. Johnny and Usopp panic. They know it’s a base full of fish-men and try to get him to calm down.
To stop him from doing anything insane, Johnny and Usopp tie Zoro up and leave him on the boat while they go scout the island first. Zoro is furious but too injured to break the ropes right away.
The Ruins Of Gosa Village: Fish-Man Power
Usopp and Johnny explore the island and stumble across Gosa Village, which has been completely destroyed. Houses are smashed, buildings overturned—it looks like a giant monster rampaged through the town. Johnny explains that this is the work of Arlong’s crew and their sea beast, Momoo, a reminder that fish-men are physically much stronger than humans and show no mercy to villages that resist.
While they’re investigating, a fish-man spots Usopp and Johnny. Usopp gets chased and ends up in front of the same boy Nami slapped earlier. The boy initially attacks Usopp, assuming any outsider might be linked to Arlong. A woman—later revealed to be important to Nami’s story—stops him, telling him that not all humans are allies of Arlong and that rushing into revenge will only get him killed. She also warns Usopp about what fish-men are capable of.
Zoro In Arlong Park And Nami’s “Betrayal”
Eventually, Zoro ends up taken to Arlong Park, still tied and injured. Arlong meets him and casually talks about how fish-men are naturally superior to humans—stronger, faster, and able to live in the sea, which gives them total control over coastal villages.
Zoro fires back and says he’s there to find a woman—Nami—showing that he still considers her part of the crew. Arlong turns to Nami and asks if she knows this swordsman.
In one of the most painful scenes for the early Straw Hats, Nami denies any bond with Zoro. She insists she was only using Luffy’s crew to steal money, laughs it off, and proudly shows her Arlong Pirates tattoo, calling herself Arlong’s loyal navigator.
To anyone watching this episode for the first time, it looks like Nami has fully betrayed the Straw Hats and was never on their side. Zoro is shocked, angry, and confused. He can’t understand how the woman who sailed and fought with them at Baratie and Syrup Village can now stand beside their enemy and laugh.
From the outside, Episode 31 paints Nami as a traitor, Arlong as a terrifying new villain, and Arlong Park as a place where humans are crushed under fish-man rule. Inside, though, this episode is setting up the real story behind Nami’s choices and the reason she’s enduring all of this.
