Episode 38, “Luffy in Big Trouble! Fishmen vs. Luffy Pirates!”, kicks off the full-scale battle at Arlong Park, with Luffy rushing Arlong, the crew taking on his officers, and Luffy ending up trapped underwater.
Luffy Crashes Arlong Park And Punches Arlong
Right after the iconic walk, Luffy, Zoro, Sanji, and Usopp arrive at Arlong Park’s gate. Luffy doesn’t bother with words—he smashes through the entrance and punches Arlong straight in the face, sending him flying and shocking the fish-men and villagers watching from outside.
Hatchan recognizes Zoro as the wounded swordsman who escaped earlier, and the Arlong Pirates realize Usopp is still alive, meaning Nami has betrayed them by saving him. The Straw Hats make it clear: they are here to make Arlong pay for what he did to Nami and Cocoyashi Village.
Momoo Defeated, But Luffy Gets Stuck
To crush them quickly, Hatchan summons Momoo, the giant sea cow the crew met before. Instead of panicking, Luffy grabs Momoo and uses Gomu Gomu no Kazaguruma (Gum-Gum Pinwheel), spinning himself and Momoo like a windmill and slamming the sea cow into the ground and other fish-men.
Momoo is knocked out, and a large chunk of Arlong’s fodder crew goes down with him. But there’s a downside: during the attack, Luffy plants his feet deep into the concrete floor, and when he stops, he realizes he’s stuck. His upper body can move, but his legs are completely locked in the stone.
Hatchan tries to exploit this by covering Luffy with squid ink and dropping debris on him, but Luffy’s rubber body tanks the damage. Still, he remains immobile, turning into a vulnerable target if the battle shifts.
Sanji, Zoro, And Usopp Take Their Fights
With Luffy stuck, Arlong’s three main officers step forward: Kuroobi, Hatchan, and Chew. The Straw Hats naturally split into matchups:
Sanji takes on Kuroobi, who mocks him as a weak human but underestimates his kicks.
Zoro, still badly injured from Mihawk, chooses Hatchan, the six-sword octopus swordsman.
Usopp insults Chew and then panics when Chew chases him, leading to a chaotic but important fight.
While chasing Usopp, Chew notices the Cocoyashi villagers gathering with weapons, ready to rebel. Usopp formally declares himself Chew’s opponent, drawing him away from the villagers so they aren’t slaughtered. It’s both comedic and heroic—classic Usopp.

Right after setting the matchups and before Luffy is thrown into the pool, you can add this mid‑story promo:

Arlong Uses Luffy’s Weakness: The Sea
Because Luffy is stuck, Arlong decides to make things cruel. He rips up the chunk of concrete with Luffy’s legs still inside, lifts him like a heavy statue, and carries him to the large pool in the middle of Arlong Park.
Knowing that Devil Fruit users can’t swim, Arlong throws Luffy into the pool, leaving him to slowly drown while still trapped in the stone. Zoro and Sanji want to dive in and rescue him, but they are blocked by Hatchan and Kuroobi, who have a huge advantage underwater as fish-men.
Now the stakes are clear:
Luffy is underwater, unable to move or breathe, and time is running out.
Zoro and Sanji must win their battles quickly without getting dragged into the water.
Usopp has to keep Chew busy away from the villagers.
Nami and the villagers can only watch and hope the Straw Hats can somehow save their captain.
Battle Lines Drawn For The Climax
By the end of Episode 38:
The Fishmen vs Straw Hats war at Arlong Park is fully underway.
Luffy has already proved he can hurt Arlong, but his own reckless fighting style has left him in a deadly situation underwater.
Sanji vs Kuroobi, Zoro vs Hatchan, and Usopp vs Chew are all active, each highlighting their individual strengths.
The outcome of these fights will decide whether Luffy gets saved in time and whether Cocoyashi Village has any future at all.
Episode 39 picks up from here, focusing on Luffy’s rescue and the continuation of the individual battles.
